Yep, in chapter 144 it says Anubis and Horus' stunted growth was because of Seth's unconscious wish, and that *even Seth* had to awaken as a god once (which means this is Seth's *second* time as a demigod, not the first one). In chapter 144 Horus says to Seth: "when you cast the 'curse' it opened my Eye of Truth (...) what I saw saw was just out of reach of your consciousness, the sound of your soul (...) your experience of awakening as a god, which you'd long forgotten
That explanation continues in chapter 145, when Horus says: "Haven't you ever wondered why I never became a god? (...) This entire tragedy was caused by gods trying to live like humans do. (...) As gods form families and raise children (...) gods will become more like humans". This complements what Horus explained to Anubis in a flashback of chapter 62: "Gods began to live like humans, make mistakes like the humans, and love like the humans. But by doing so, the gods ended up becoming weak. We (Horus and Anubis) are unable to become gods because we're weak like they are (weak like they have become)"
