Her character is on that safe spot which doesn't give her any edge to be memorable. I think the author is trying to make her too likable, which as an unfortunate consequence, makes her boring. Also, for someone who should have been trained for whatever she was trained for, it doesn't feel like she is....well...trained. If not for chapter 23 (which really didn't deliver an interesting way to highlight her strengths), I would have continued to assume that she had no relevant skills. Even her relationship to the possible ML is forgettable. There were so many moments to hint at the future of the story, but still not a great deal of character development. And I think that is the biggest problem with this story. It's more about going from station A to station B while forgetting to explore who the characters are and how the world works.
