i dont think the mole on the leg belonged to the king, it belonged to one of the children that walked beside the king. I'm assuming that later that day or smthn, Theo saw the corpse of that child being carried out from the kings chambers so he felt the need to stop/poison the king before the king laid his hands on Prince Dandelion.
