It's been some time since I've read the novel but iirc the military were trying to tie him up to them and make him their obedient dog since he is the only S++ esper in the country it gives them a lot of political advantage (later they show espers from china and japan too). It would've been easier if ML accepted guiding but because he refuses any other guide after MC died he keeps going on rampage. MC was a guide that had very high rating with every esper so they were also tying him down until he died, they gave him to ML only because they liked an S++ better than a good guide. ML also doesn't want to leave the military and keeps his head down for now because he is looking into the suspicious death of MC
But why they keep trying to make ML go rampage? How being rampage got to do with obedience? ML should just be a villan who destroy the military sht.
