I don't think you really understand the significance of plastic. Sure, it has an environmental impact because it's so hard to destroy, but its uses far outweigh its downsides. It really is a wonder material that is cheap, incredibly strong and has many uses.
In the case of this manga, one shop distributing plastic bags is nowhere near enough to cause any significant damage. You would have to have many many factories in this different world to have any kind of impact
