Yeah Ruve was being Drugged to be aggressive towards Tia which is why in the past life you saw him being mean to her and at times he was gental only because the drug was leaving his body but again he would be drugged by Jieun who was being manipulated by the Duke who wanted the throne , And in the end the prince dies and her first born gets killed by the Duke and she wanted to change everything so god gave her the option to return home with her family or get revenge so both her and Tia return to the past. The reason Jieun is back is for her revenge towards the Duke even though she ended up hating Tia and for being loved by everyone she and wanted to set things right and bring down the Duke.
So pretty much shes there to help Tia and the Prince to ended up together and get her Revenge on her child and for being used and she will be sent to another country to fake her death so that others dont create problems in the future.

I've heard from another spoiler that Jieun is really hating Tia because even after Tia's death, everyone looked down on her so she resents her. So she really want to revenge against Tia. In fact, she wants a revenge against not only Tia, but also Ruve (and of course Duke Zenya)
