Yeah, the cousin was sitting at a table (probably at a cafe) thinking about how his plans to manipulate the main character had gone awry when the cloaked person approached him. Don't remember what chapter, it may have been that time when him and the main character had a sit down together where he tried to convince her to stay one more time. towards the end of a chapter.
Oh yes I remeber now. And the cloaked person, the cousin, and ex-husband were together in a tower, watching her when she was getting married.

The one who talked to the cousin is a woman, while this cloaked person is a guy. They are two different people. I saw someone in the comments even pointed out that the designs on their cloaks are different. We can also have multiple villains, can't we? Reading the comments, I was wondering why people are dead set on the cloaked enemy to be just one person, even though a group of cloaked villains are also a possibility.
