It's normal to be nice to your neighbor LMAO. It's not as if she's flirting, and even if she was, she doesn't know he's in a relationship. (If it's about the age difference I get it, but overall it's legal and not as controversial in Japan, so I let it slide when it comes to manga)

No... The reason why Japan didn't care about updating their archaic age of consent laws until recently is because local prefectures are all given authority to dictate those laws. Tokyo has never had an age of consent lower than 17. In the majority of prefectures 16 is the lowest, with 18 being the most common. Motochika was 14 - 15 when this happened. Even in the context of this manga this was illegal in all ways.
