What he means is that Chowon is learning to control his temper but with someone who is new at controlling his temper and starts to be aggressive again even if they didn’t yell can make that person go back to the state they were in. It’s like smoking. You smoke 10 cigarettes a day but you decide that you want to stop smoking. The next week you see your friend smoke a cigarette and you say to yourself “I’ll ask them for one puff it’s not like I’m going to smoke a whole cigarette” you smoke one puff and now your smoking again.
