We know he been through a lot but still he choose her even after knowing that she tried to kill him and the queen and even clear all charges against her. He could have just let her be imprisoned but no he decided to let the psychopath run wild and plan another scheme that could endanger the queen and everyone else. We analyze it well enough, and what we mean when we said he' dumb is that he sooooo blinded by his love that he jeopardize the safety of the people, remember what rosemund did at chapter 14 she could have started a war but what did the emperor do? Not only that she also plotted to kill the empress again including himself. But what did he do? You should analyze what we are talking about before butting in.

You're completely absorbed with "the emperor should've done this and that" that you fail to understand the practicality of it all. Blinded by love and jeopardising safety? Hell no. Lucio may be psychological disposed but he didn't protect Rose's actions. He didn't even know she was capable of doing them. The only reason he didn't do anything about the foreign visitors was because there was no proof so he went into a state of denial. And the only reason he asked for her to not be executed was because he sympathised her. But in the end, she got away with it cause there wasn't enough EVIDENCE. And ironically enough, entire concept of the plot is FINDING EVIDENCE to finally make Rosemond guilty. It isn't that Lucio didn't do anything but rather he "couldn't" by the state of the law. And that's his character development. Seeing Rose get away with everything convinced him that she wasn't the woman he loved. He's just coming to terms with it.

Heck, he himself even announces Rose to be executed because he was the crime witness of trying to assassinate Patrizia in the end.
