Lucio may be psychological disposed but he didn't protect Rose's actions. He didn't even know she was capable of doing them. The only reason he didn't do anything about the foreign visitors was because there was no proof so he went into a state of denial. And the only reason he asked for her to not be executed was because he sympathised her. But in the end, she got away with it cause there wasn't enough EVIDENCE. And ironically enough, entire concept of the plot is FINDING EVIDENCE to finally make Rosemond guilty. It isn't that Lucio didn't do anything but rather he "couldn't" by the state of the law. And that's his character development. Seeing Rose get away with everything convinced him that she wasn't the woman he loved. He's just coming to terms with it.
Heck, he himself even announces Rose to be executed because he was the crime witness of trying to assassinate Patrizia in the end.
