I think it has something to do with Lethe's magic. Lethe is hiding the fact that shes Chloe's daughter because shes more like a phantom in that timeline. She didnt exist yet, she went to be past as an anomaly and if people noticed how she looks just like Chloe that would probably disturb the world's balance. So my guess is that she looks different to everyone else or her magic makes it impossible for them to think about her looks. Just like she made all those people not pay attention to her and Chloe
She would love to tell Chloe everything but she cant, because it would cause the balance to be distrubed and maybe even lead to something happening to Chloe.
