I kinda do agree that he should use his safeword if he doesn't like the play. BUT the agreement was also that everytime he would be called Mr. Cha it would me a play and when his first name is use that would indicate the end of the play, but this seme just keeps switching it up.
Like how is Cha supposed to know when they are playing or not if the seme can't event stick to his own rule!!! (╯°Д °)╯╧╧
