They worked as a pair partner wise cause that's what the company calls them. They were also fated pairs as well. That's what I got from it. It's just that Ayame didn't want to bite Shuu's neck even if they were fated pairs, which was fine for Shuu. Ayame had developed feelings for Shuu during school and continued to love him but just never said anything. Shuu didn't realize that he was in fact attracted to Ayame till he realized that they were gonna disband as a pair(business partners) and overhearing Ayame and Kaede's talk.
Pretty much, fated pairs who worked as business pairs who loved each other during school but omega not realizing it till later on as an attraction to his fated pair.
