Well since it's gonna be revealed in the next updates, it's not much of a spoiler anyway. She didn't actively steal it, she simply didn't know the truth behind the bronze locket.
When the Shifu saw it and assumed she was our empress, she didn't tell the truth nor did she ever clear out the confusion. She took Feng's place without ever telling the truth to anyone.
What she does next is even more cowardly and enraging. I predict lots of people's blood pressure will rise.
