Well, you can say that he is the owner of all those accounts... but the detail is...
He get 3 people to act in this scenario he made. That including the teacher, Kojima.
Kojima, and 2 other person were either paid or interested in Hiyo's crazy manipulative plan to get Uta, so those 3 decided to help.
As you can see on the chat nickname: Kojikoji which belong to Kojima.
As you can see, the first one to be told that the 2 is "together" is Kojima. Thats Why, @kojikoji send that message right after those things happened, that proof he is Kojima.
Hiyo purposely create fake stalker account called Kotori to corner Uta. And his real self will come in to protect Uta which make Uta see Hiyo more favorably.
That moment about being at McD, althought Uta said Kojima did not realize he is there...
The truth is, Kojima know Uta is there, and Kojima informed Hiyo about this. Thats how Kotori was able to know that Uta was in McD.
