It is both. But majority is he wants to dominate her. He is an insecure b****. He does like her because she was the only sweet person in his life that looked at him as a person, when they were younger. Leah used to adore him as a brother, before the queen's "education" began and when she realized his "love" grew warped. Leah is extremely smart. She would be a better ruler than him, and he knew this. She was perfect in every aspect and this made him feel very insecure but also admired her.
He wants to control, and dominate her to help his insecurity but also to have her because he likes her for everything that is Leah to the core.
