No, it's not the power and glory of being the empress... she feels a responsibility and dedication to the people. She also is the star of ishtar ( or whatever that was ) and supposedly she brings peace and contentment to the people as the empress. It's clearly not her love of the emperor, and she only uses her position to help the people. I think she has lived believing this was the way to accomplish the job she feels born to do, but I think she will find she can accomplish it another way.

She grew up with him, the first man she ever loved and trusted with her heart before Henry. Of course she won't just immediately move on fully, she misses the empire she was once an empress to, I'm sure she just misses the life she used to live before everything turned for the worst.
No matter how bad he was to her, she probably couldn't bring herself to hate him with all her heart, she might despise him but she can't truly hate him considering the past they have. They weren't just lovers but best friends who depended on each other for a long time, the plot is kind off going crazy so there's probably more than her just dreaming of him, we don't know if his really dead as well.
