No, it's not the power and glory of being the empress... she feels a responsibility and dedication to the people. She also is the star of ishtar ( or whatever that was ) and supposedly she brings peace and contentment to the people as the empress. It's clearly not her love of the emperor, and she only uses her position to help the people. I think she has lived believing this was the way to accomplish the job she feels born to do, but I think she will find she can accomplish it another way.
