this is one of few stories that character development is actually accurate. wooyeon has a shitty personality and ppl like that doesnt change at all, imo he didnt actually changed who he is, he was just trying constantly to 'shape' himself by testing inseobs limits by acknowledging until where he would endure his behavior to mesure his own limits. letting him go and giving him the photo at the end was his way of showing trust and I dont believe there was a better way to picture his character if not like this.

I'd like to preface this by saying I do not in any way condone Jaekyung's actions nor do I remotely like him. But this isn't justification for his actions. It's an explanation, context to how he became what he is now. What he did is still disgusting, there's no debating that. But instead of a 2D character who's just a horrible person for the sake of it, this rounds him out a bit more. Again, does not remotely justify what he did to Dan or how he treats others.
So it was to give context and reason to the person he turned out to be, not to justify it. Hope this helps!!
