In multiple moments dispite seeing his student grow, he makes a move onto Sajo but he never confirmed consent. He didn't say anything at all. Silence is not consent. Whether he was 17 or not, he did not verbally give consent to his TEACHER.

In multiple chapters we see Harasen fantasizing sexual desires onto Sajou, but because he's of age it isn't strange? He knew Sajou AND his later lover since they were 15, and held a desire for both of them; even if he held back with his now boyfriend.
