From the look of it, it seems the mother is trying to marry cinderella aka the stepdaughter off to the ML. And also a long time ago the mother promised to hand FL over to a guy with shoulder length blond bob hair(prince kyle), i think the kid was in love with the mother so she promised him FL whom resembles her the most. Also this is why the mother never had FL learn anything... she wanted her to be ignorant and marry her off and retain the power of the house.
