I agree with you to a point, but I’m looking at this more as negligence from the intelligence/police department. MC does seem a bit clueless, but it’s been implied that this is his very first assignment. On top of that, he has no coworker, partner, or handler that checks in regularly or watches his back. This may be because he’s undercover and they don’t want to risk discovery, but a solo mission of indeterminate danger with no weapons, resources, or backup is not something to be assigned to a brand new agent. Usually new agents or officers are either paired up or put on a team so they can learn on the job, and so that their bosses can accurately gauge their capabilities for future missions. It seems like he was just thrown into the deep end
