Actually he didn't cut it. He just got into a human body that his boss made (and the body had short hair to fit in with the office workers?), I think. So he'll have his hair back when he turns back into his spiritual shinigami form or something.
Even so, the problem is that his human form has short hair. (i'm just a sucker for long haired guys in manga)
