I saw some a while back saying he was psycho because he was overly obsessed with tracking Sangwoo.
Psycho's a bit too much... He is bent on catching Sangwoo. But that maybe bc when his dad died police didn't do much, and he wants to do what he wasn't able to do for his old man then. And in the process he becomes pushy. I am sure he also wouldn't mind if he gets his name cleared while doing what he is doing.
