Actually it's pretty interesting ( I read the books lol) . By 3 Forms it means he can be in Human Form , Man-Wolf Form (Example:he can keep his human form while parts of him can turn wolf-like) ,and Wolf Form. Having 3 forms is pretty rare as they are powerful.Many of the wolves only have 2 Forms- Fully Transformed as Human or Fully Transformed to Wolf. Hope that makes sense.
