He didn't lie about killing her. He gave her those pills right after he kidnapped her (the chief was still alive at the time) she just hadn't taken them before the chief died.
Tada isn't dumb for wanting to save the guy. It's not his job to judge other people. It's his job to save people and to capture people who are criminals.
As a human being and a cop, when you have someone who has just tried to kill you and has admitted he enjoys torturing, killing and was the one who kidnapped the girl (with the ultimate intent to murder her), he had no responsibility to help the guy. He shouldn't PUSH him out the window, but when a scumbag like that who has confessed to teh worst of crimes walks out a window--you let him. That's justice. I'd call this self-defense. If he'd pulled him up, the murderer would have overpowered and killed him. It would have been 1. foolhardy (aka stupid) and 2. a perversion of the cosmic justice about to occur.
