It's not about slut-shaming or what he's 'allowed' to do. It's about what is right to do.
It ain't right to play with peoples feelings. It is 100% fine for Param to make bad choices and fuck a douche. Bad choices are a part of a good life. But once feelings got involved it became important for him to be clear with all parties.
I think if you were in Hwi's position here, you'd feel like shit. Because someone took your serious feelings, gave you the impression they were being taken seriously, and treated them frivolously.
