if I remember correctly, Arthur couldn't use the beast will because of the dragon one. The rest of the magic inside of it was already used by his father. He gave the beast will to Tessia because he knows her best attributes match well with the beast ones, and because she is her friend. I don't think the beast will was that important that he couldn't even give it to his precious friend...but everyone has their opinions.
