The Emperor has been in a coma since the beginning of this story, it came out near the end of the garden chapters when Kiel and the Crown Prince were talking and the Prince got upset that Kiel didn't want to serve him as the Imperial Guard.
I think it's because the Emperor has always been in a coma, that the Crown Prince did everything (fight the wars, capture Morina, etc.), but on paper all the servants still "belong" to the Emperor. They can be commanded by the Crown Prince, but he doesn't legally own them on paper. Rael is making it legally on paper that "Marie" belongs to him.
What this means is that even if the Emperor wakes up later and decides to take away Rael's Crown Prince title and tell him to peace out of the palace, Marie still has to go with Rael because he "owns" her. Unless the Emperor tells him to hand over everything he owns.
Anyway, this is about as close to.marriage as the Crown Prince is getting right now. I think this might play into something later on.
