I don't think you necessarily need the golden eyes to have the gift and vice versa. It seems like it can either skip generations, or it is more of a reincarnation thing seeing as her mother had golden eyes but not the gift. Plus, when she first meets the prince, I believe she was using the "power" without even realizing it.
