When she’s in the carriage with her brother, she admits while she’s angry she feels guilty because with the fake ciel she was happy and she thinks she wouldn’t have been so happy to the real ciel. She has a mental breakdown

There's no chapter that explicitly states that RCiel killed Agni. In fact, it wasn't RCiel who directly killed him, but it was whoever was with him at the time they went to the townhouse (the knife guy, Polaris). However, RCiel is strongly believed to be the one who shot Soma in the hand and initiated the attack. We know this because of the message that was left carved into the wall of the bedroom (it references the sapphire ring he swallowed), as well as Soma's behavior toward the intruder before the attack and his behavior towards OCiel after the attack.
The chapter where it all plays out is 126-128. If you need me to explain it more, let me know.
