I saw someone talking about it a while back and apparently he knows she's not the real veronica and fell in love with her. But there's a political battle going on between the imperial and duke families. The imperial family is losing power. Since Elena is pretending to be Veronica, the duke's daughter, if he shows that he favors her then the evil duke family will be able to take advantage of the situation and take over the imperial family. Therefore in order to protect her and the kingdom, he has to pretend to hate her.
He did try to prevent her death but when he arrives at the dungeon he's too late. After the real veronica kills her in OG timeline he regrets a lot of things like not being able to show her love or even getting to learn her real name.
I don't think he's a bad guy I think he just made a mistake with good intentions and she misunderstood what he was trying to do. I personally really like him and they do end up together in the end.
