I know Mr Noda was a bitch here but Mr Tsuji is just plain stooopid. So careless with his body, like getting blackout drunk or going to Mr Noda’s office when he knows he can’t fight him off.
Also the teacher, student relationship is a bit weird because the student’s personality is very immature.
