We can’t really judge him based on her first life, because other than the sentencing we didn’t see how their relationship was before. It could be possible that due to her own actions (manipulated though they were), he saw her as not being a good candidate. He was raised to view his marriage partner objectively, and chose one based on how they will help him politically. As to why he chose Fermina in the first timeline… who’s to say. For all we know he may not have actually married her. In the first timeline when they mention the prince after Claudia is in the brothel, they only say “the crown prince and his WIFE” (I looked it up), they don’t actually say who the wife is. So, while the assumption is that it is Fermina, it could also have been Louise.
He is certainly more twisted than Claudia, but for a would be villainess… that’s kind of an ideal match. He also did offer to take out Fermina for her because he recognized how distressed she was.
