This is a bromance. I mean if you look at it cross eyed it could maybe.....maaaaaaybe be a romance but let's be real Its prolly never going to become a real romance so as long as you go in thinking that you wont be let down. This is a very complex political story so enjoy it for that alone. At the end of it all I see the I love you as a brother thing crystal clear. I'm glad I didnt have high expectations for the love story bc it's basically none existant. Everyone in the comments being like kiss kiss and I'm like yea....nvr gona happen.....the prime minister just doesnt see the emperor that way although I think the emperor cares for him a lot in a very brotherly fashion (maybe a little bit more than a brother but not to the extent of a lover). I would have loved for there to be real lover's affection between these too but it's not so dont let the tags fool you. Read it it's a great soap opera and the art is beautiful but love story.....if you stretch it I can see it but..... not really...
