The amount of bare skin exposed is only her shoulders and upper arms. The rest is covered by long dress gloves and a dress.
I think it's because mostly we're used to it so we didn't think she's exposed her skin that much, as you can see the other mostly wear dress with long sleeves, under there i'm sure there's even more layer of clothes. So maybe it will make people uncomfortable with how they usually dress and thinking it's kind of exposed.

The order is exactly the same with the novel. Now we go into the side story. I know that the manga has been really good at keeping it up exactly as the novel, but the way it is it’s going to be confusing for majority of manga readers. At least they should put the title distinction clearer... or maybe they did but the translator skip it? Idk..
