I think, even if Roku had tried to love Kei it would have eventually destroyed both of them. Roku would have been betraying his own feelings since he didn't view his brother as a love interest. Then, Kei would have felt guilty for pushing his brother into an unwanted relationship. Perhaps, if Roku had told Kei that, although he couldn't return his feelings as a lover, he still loved, accepted and supported Kei as a brother, that may have saved him.
