Because for a long time since yaoi first started steaming online most readers were kinda into the fantasy of being into aggressive/passionate situations (to be fair a lot of readers and writers were young back then including myself ) however in recent times a fair amount of readers have come forward to express their discomfort that this type of fantasy play leading on to love is not healthy and should stop and though it has open the eyes of some readers and writers (who have since soften up to be more consenting) the industry as a whole thrives itself on fantasy. Its like asking why is there so much violence in video games. Well its true games don't need to be violent in order to be amazing. Fact is the most popular games are violent therefore get more attention then most.
I also think that it has to do with the idea that for a long time being gay, particularly the uke, was not considered cool. So why would a nice, "straight" guy let some hot seme do him? Well, the first time has to be...persuasive. It serves other roles too, but it preserves the uke as a "good" guy who isn't some pervert, but who gets sucked into (ha) some seme's obsessions. It is a little bit like the bodice rippers back in the day when "good" girls didn't have sex before marriage. "Oh Lord Goodfuck, you simply must stop ravishing me, or else I will swoon!"
There are a few good yoai I don't consider rapey, but others might still criticize the seme.

It's really hard to tell if it's necessarily rape or not as it's a cultural thing to say, "No" or "Stop" when it really means yes or don't stop but it's too embarrassing to appear like you actually enjoy sex in Japan for a lot of teens. You can tell that they really mean they dislike it by the way they say it which is portrayed by text font and the word bubble shape. Now, in this particular manga, the guy did kind of force him/rape him at first, so it doesn't really apply to that, but like the other person said, it's fantasy and people who are old enough to read this USUALLY know that rape is not okay to actually do in the real world.

I agree with you about separating fiction from real life. Anything without consent is rape. In real life, if someone is too embarrassed to say yes and it was not a planned role play, then no one can substitute his or her judgement in place of the person's who said no. The shy person must simply wait until he or she is ready for sex and can say so. Rape culture is no excuse for ignoring this.
I think it is because of rape culture that some people have a problem with this portrayal of rape as seduction or as a way to give over control to another in fiction--because it can promote the idea that the real life victim was secretly asking for it or enjoying it. But as long as we are clear that in real life there is no excuse for not getting consent, it's cool. As you said, fantasy is different and rape can play roles in a story it would not for real people.
Of course, such stories are not for everyone. But it's okay to like them, and it does not make you a "rape apologist". A story is a story.

Sorry for the soap box. This is an issue I actually care about (as opposed to things I talk about because I am bored). But we were talking in another thread about how yaoi is primarily by women for women, and since women are the ones most often affected by rape and rape culture, I think that makes a difference too. I would be more concerned about mainstream media portray rape and violence against women as sexy for the male gaze (but even that is fictional).
It seems like if we want to change things, we should stop slut-shaming and kink-shaming because if those conditions are not present in real life, everyone would know there is no reason why a woman would not say yes if she meant yes. If we lived in a sex-positive society (for women and ukes or whatever else might be cause for "shame" now), then there is no crap about saying no when you mean yes. If consenting adults of sound mind do what they want (and do not have to do what they do not want at any given time, no explanation needed), then the only games people play are those negotiated in advance, and rape is exposed for what it is: an act of violence and power.

I know. Any adult woman (and man) in the world is able to understand "the fantasy rape" that is so often used in erotic fiction and the fact that it has nothing to do with rape in real life (one of the most horrible crimes in the world).
