Yea it's only 1 page where you get to see that. He mentions that he can do both but I think with Nishina he likes to be the one in control and probably likes being the seme more and only switches to uke when the mood is right. I would imagine he is a switch in all his relationships. The only reason Yaoi uses exclusive roles for top and bottom is because it's written for women and we can't top - not without "tools". So, we always identify with the uke. It is only in the last decade that Yaoi has begun to portray gay relationships more accurately. In real life most gay men switch regularly, often within the same session of sex. There are "exclusives", but they are the exception, not the rule.
