The one talking is another Duke. Yeah, he does mean that Duke Trude (idr sp lol) has been sleeping with some of the Regas, and that the ones the Duke does sleep with all look like the King's...most favored ig (since atm Regas is more or less synonymous to harem with the current king).

Is the best out there? Not really. Is it bad? I wouldn't say so, either. It's pretty mid in terms of translations I've seen. If one is new to murim/wuxia stories I wouldn't recommend reading this yet, as some things I know from the context of other stories I've read and can guess what terms are being referred to even if they don't use the same words.
