Hmmmm maybe he did feel some sort of way towards Olivia and is making her daughter queen out of guilt or perhaps once he realized her keenness of finding out her mothers murder he realized he could use it to his advantage. After all, he was the one who played the part in her villainess personality.
Since he was the one who told her to never be looked down upon it also made it so she wouldn’t expect him until it was too late and his plan was fulfilled. He’d also taught her magic, so if she were to become the future queen the stigma against magic would be reversed. Even if that came to the cost of violet overthrowing him his goal of reversing the magic stigma will have been completed. Well that’s just my theory tho（￣へ￣）
