Slaves dont have human rights in this world and the medicine bay she grew up in taught her basic knowledge so I'm sure shes just a normal servant then right now a prisoner slave (?).
Nope. When the commander first captures her and her servants, chloe admits to being a slave for 23 years (I think around chapter 3?). She was a slave at the med bay however, she was treated well for being a slave since she was intelligent and interested in medicine
