Actually, it was junseo who congratulated jaewon since he got to date the one he likes. And when jaewon said he got rejected too, he meant junseo and him, yoonsung :)

It's jaewon, too. Yoonsung was like kinda lowkey trying to get Jaewon tho, he just didn't confess and he can already see that Jaewon and Karam got together. So basically he's also rejected by the same person and Jaewon was unaware of it and probably thought Yoonsung was just playing jokes on him.
