If i remember correctly the uke is used as a drug testing subject for trails in a shady location and the seme is belongs to army or something and was first visited undercover in the guise of someone being interested in that stuff but later raided and confiscated everything but he was intrigued by the uke power or abnormality to handle different drugs. The army was creating a drug for some reason (i forgot), that can make guys pregnant but it was a inhumane so they were not trying it on real people. The seme wanted to go ahead with the plan and make a deal with uke to give him a proper citizen ID and money in exchange for him to take some drugs but didn't tell him abouts it's effects i.e getting pregnant ofcourse.
Seme was aware that illegal trails for such a drug would get him in trouble so he is recording him by vaguely talking and making it seems as if uke had given him the consent to it, in case the drug work else he is planning on disposing uke silently.
