That's true for omegaverse. This is not omegaverse - this story is a dom/sub universe. So in this story, the collar is equivalent to biting the neck. So there is no biting or marking the nape, only collars.
In the beginning, it explains that the collar shows an official relationship between the dom and sub. Subs will be unstable without a collar. So I think subs can't really take off the collar unless there is another dom that will take over being their partner.
I think if the dom puts on the collar and tells the sub not to take it off, he never can... unless another Dom does. That's my guess, the whole "I own u" thing.
The collar is the dom/sub universe version of the alpha's bite. That explains why the sub cannot remove the collar and why only another dom is able to remove it. Don't think of it as marking; think of it as claiming. The dom has claimed the sub and the sub has no other choice but to obey the dom as long as he dons the collar.
