I can imagine that ha ideun's family and their business have smth to do with the prosecutor's brother's death. I'm pretty sure they are linked to the illegal distribution of drugs to the homeless anyway, so there might be a possibility that his brother somehow saw smth he wasnt supposed to and as a result got targeted by the company.
The neighbour who might have been, in one way or another, involved with ha ideun's family (be it a debt or the drugs or both), was asked to kill him as a quick solution, since he is an easily disposable pawn with no link to the corporation anyway.
I'm also pretty sure that this is ha ideun's way of getting revenge on his family. They probably not only completely cut him off from the family/business for being gay but also saw this as an opportunity to use him as a scapegoat for the illegal side of their business. He became a son who can be disowned in an instant and blamed for their illegal drug business as he is of no use to the family like this anyway.
So Ha Ideun somehow found out abt the prosecutor and his brothers case's link to his family and decided to use him to either free himself from his family by exposing them like this or just plainly out of spite and to take revenge.
The prosecutor was the perfect choice since we know that he is a very dutiful man and on top of that knowing that his brother is involved will turn things personal and he'll make 100% sure that the people guilty of his brother's death get the punishment they deserve.
