I mean, it's not really that easy to determine whether you're in love with someone or not. There are different levels. First, you admire someone, then like someone, and maybe someday even fall in love. The problem is that some people don't know how to differentiate those levels. That's why some people ignited too fast and ended quickly, and some people are in denial or really still don't know that they're feelings evolved or if they even ever had feelings for that someone at all. And I would say that Soleia's deal is actually pretty advantageous for his kingdom. He would be able to keep track of the magic tower and the ruler herself. But I do get your point.
