I mean he's also uncertain. They are opposites in personalities as much as they are in their love styles. Plus, Kouta's very blunt and dismissive, it probably makes Haruto question his (Kouta) feelings since he's probably used to the "show off" type of affection.
I mean, can't blame Kouta. Been doing this for 6 years, he's gotta be convincing. Especially since it's his bff. But there's also the dilemma of Haruto. It shows that he really wants to be in a genuine, affectionate relationship with Kouta. He wants Kouta to show his eagerness to be in a relationship with him (Haruto) because he's uncertain about Kouta's feelings (bluntness and how he's still giving him confession letters of other girls). He wants Kouta to stop being a pushover (As seen how he gets slightly mad when Kouta goes by the whims of strangers).
Lastly, both have their faults. Not only Haruto. They should just talk it out ffs
