The tiger ate baekyoon's brother. Before this, the changgwi is baekyoon's brother, but he did not want to become changgwi anymore because the soul of a changgwi cannot be passed on even with death. So, in order to be relased from the curse(kinda), baekyoon's brother offered (more like sacrificed) baekyoon to be the next changgwi. That is how baekyoon becomes changgwi.
