I don't think that's the case. He drew lines before but let the ML cross them because he loved him, even though He knows fully well it's unrequited love. You can also say he doesn't want anyone dying under his watch. I agree that He let so many things slide very easily (members rankings, guild's job, their criminal records...ect) but he's definitely benefiting from the situation enough to turn a blind eye to all of this. I'm excited for his past reveal since he is the most questionable character so far
